    Many years ago, we had a “phantom” nuke plant proposal for the Colorado Rim country here in Arizona. The story popped up occasionally for a year or two, and one newspaper dubbed it as “Elvis One”. Perhaps this one should be called “Elvis Two”.

    BTW: I was a participant in the cleanup of Three Mile Island, and got to meet Bruce Babbit after NRC took over the top floor of the headquarters building of my Air National Guard unit. We joked about it at one of his book signings last year, the joke being that after that we both ended up near the world’s largest nuclear generating plant.
