Nothing wrong with tying a harness out of webbing. But I wouldn’t tie just a swami, unless you don’t like that particular dude.
See if this explanation works for you:
1. Start with 20 feet of 1″ tubular. Tie a leg loop about about 4 feet from one end, that is reasonably snug on the victims, er… persons leg. Use an Overhand knot on the bight. The leg loop should be snug not tight – not more than two inches of extra webbing.
2. Tie another leg loop in the long end, so the leg loops are about 6″ apart. You should have a 4′ tail on one end, and a 10′ tail on the other.
3. Joe-bob steps into the leg loops, then wraps the long webbing around his waist a few times. When wrapping, the end starts from the leg loop knot and starts by going around the back.
4. Bring the short end around the back, and tie the two ends together somewhat snug. I usually use a double-fisherman’s for this.
5. Clip a big biner into all strands around the waist, plus the single strand between the two leg loops.
6. If you are going to walk in it a while, it helps to use an extra peice of string or strap to hold up the backs of the leg loops.
