Yep the article was refering to a PELT or EPERB whatever you like to call them. I don’t think they’d be as much trouble as people are making out. I think we have similar requirements down here for people heading into back country snow feilds.

From memory the resorts and NP offices on the snow feild hire such devised out for $10 a day (that’s about $5 US)
